Having flown with the famed “Flying Tigers” (The American Volunteer Group or AVG) in support of China from late 1941 through July 1942, Howard had become an "Ace" against the Japanese. With the disbanding of the "Tigers", he then transferred to the U.S. Army Air Force (USAAF), eventually being sent to the U.S. 9th Air Force in England. On January 11, 1944, flying escort duty for B-17s against Germany, his squadron was drawn away in a reuse over Oschersleben, Germany by Luftwaffe fighters. A fresh group of 30 German fighters then appeared and attacked the bombers. Realizing he was the only defense the bombers had, he dove in and quickly shot down six opponents. Even when out of ammunition, he continued to feign attacks, scaring off the remaining German fighters.
Howard was the ONLY fighter pilot in the ETO to be awarded the Medal Of Honor.
